Modi Govt’s two year tenure ‘work in progress,’ ASSOCHAM gives 7 out of ten

Describing the two-year tenure of the Prime Minister, Mr Narendra Modi's Government as ‘work in progress,’ apex industry body ASSOCHAM today said that country’s big macroeconomic picture has certainly been steadied while some bold moves have been made in the roads and highways, railways and energy sectors earning  seven out of ten ranking from India Inc on the performance chart.

“The ASSOCHAM assessment about the NDA Government on completion of its two years is based on interactions and feedback of the cross section of industry leaders from manufacturing, banking, real estate, trading and infrastructure industries,” said The Associated Chambers of Commerce and Industry of India (ASSOCHAM).

ASSOCHAM president, Mr Sunil Kanoria said, “The leadership of Mr Modi clearly stands out in certain critical areas like the foreign policy and push to the infrastructure sectors, however, the industry would expect consideration traction in disinvestment, resolution of taxation disputes, agriculture reforms and most importantly the GST Bill.”

“While laudable work has been initiated in the key infrastructure areas like highways, power and the railways, aggressive approach would now be required in the challenging sector of agriculture and the entire rural landscape, which is passing through crisis,” said Mr Kanoria.

“The rural population needs immediate helping hand. As far as macro economy is concerned, India has no doubt it will come out a lot more stable and strong as compared to the summer of 2014. Finance Minister, Mr Arun Jaitley and the Reserve Bank of India (RBI) Governor, Dr Raghuram Rajan did commendable work in terms of bringing about a stable exchange rate, drastic reduction in current account deficit and moving some of the key legislative reforms such Bankruptcy Law, Real Estate Regulation. However, lot more is required as for as the tax disputes and litigation is concerned,” said the ASSOCHAM chief.

He said while the industry would always want lower and still lower interest rates, a lot of credit must be given to the RBI Governor for slashing the policy interest rates at least by 150 basis points over the last 15 months, though the banks did not pass on the same to the consumers.

“In a situation when the central bank is mandated to do inflation targeting, its main task becomes inflation calibration, which ultimately leads to sustainable growth,” said Mr Kanoria.

He said, “It would be only fair to call the NDA Government as work in progress since it would take time before the projects in sectors such as railways and highways bear fruit. However, the bigger area of concern remains the huge toxic assets of the public sector banks, mainly because of business downturns. The government and the RBI, both need to handle the issue of non-performing assets (NPAs) with extreme care and the banks should be empowered to take the commercial decisions in case of stressed assets without any fear of facing reprisals on post-mortem of their actions at a much later date.”

One of the sticking points has been the non-passage of the Goods and Services Tax (GST) Bill, which does not appear to be happening any time soon either, given the surcharged political environment and the back to back elections in the state assemblies.  “Efforts must continue to reach out to the principal opposition party while the Congress Party must also rise above the political considerations alone for the good of the nation."

In crucial sectors such as health and education, the India Inc does not rate the performance as much as was expected. “Both these areas are critical for the human resource. While the Skill India and Start up India area great moves along with the Jan Dhan Yojna, much more is required in providing adequate and quality education. Besides, the public expenditure in health sector needs go up and dependence on insurance alone would not be sufficient."

Mr Kanoria wished very fruitful years ahead for the Prime Minister offering full industry support for nation building.

To drive MICE tourism govt. working towards facilitating e-visas for conference delegates

First edition of ‘Global MICE Travel Mart’ gets under way

NEW DELHI, MAY 19, 2016. Mr. Suman Billa, Joint Secretary, Ministry of Tourism, Government of India & Chairman, ICPB, today assured the tourism industry that the provision of e-visas for conference delegates would soon become a reality as the government was aware that e-visas would enable Meetings Incentives, Conferences Exhibition (MICE) tourism to thrive. India offered world-class MICE facilities across the country. There was a need for creating awareness about the segment and providing end to end solutions. He added that a broad-based Task Force could be formed to kick-start the sector in India.

Addressing the first edition of ‘Global MICE Travel Mart’ (GMTM) organized by FICCI jointly with the Ministry of Tourism, Government of India and India Convention and Promotion Bureau (ICPB), Mr. Billa said that MICE tourism was suitable for extending peak season and the spending  of a foreign MICE tourist was generally more than that of other segments.

Mr. Billa said that based on research results, following a business trip, 40% of the participants return to the destination as leisure tourists and globally, the MICE segment, with a 54% market share, has overtaken the traditional business trips segment.

He said that as per a latest release by International Congress and Convention Association (ICCA) more than 11,000 large scale meetings have been organized in all countries across the world. USA, Germany, Spain, UK and France are the top five countries in the world in organizing meetings.  But India with its wide range of offering in tourism sector had great potential for growth.

On the occasion, a FICCI-MRSS White Paper on ‘India Inbound MICE Tourism – Trends and Opportunities’ was released.

Mr. Chander Mansharamani, Vice Chairman – India Convention Promotion Bureau (ICPB) and Managing Director - Alpcord Network Travel & conferences Management Company, said that there was a need to create awareness about MICE tourism in India. Highlighting the challenges of the sector, he added that there was a need for single window clearance and simplification of the visa process for conference delegates.

Mr. Mansharamani said that in MICE tourism there was lack of research and without having the sector’s statistics it was difficult to understand the true potential of the sector. He added that ICPB would play a key role in future in the bidding process for international seminar and conferences.

Dr. Jyotsna Suri, Immediate Past President, FICCI, Chairperson – FICCI Tourism Committee and Chairperson & Managing Director – The Lalit Suri  Hospitality Group, said that GMTM would become an annual event and in 2017 it would be held in July. For this edition of GMTM, around 800 B2B meetings have already been prescheduled for the two days between the buyers and sellers. She added that 32 tour operators, from 12 countries, and the MICE tourism fraternity of India including the state of Jammu & Kashmir were participating as sellers to showcase India’s huge potential as a MICE Tourism destination.

Dr. A Didar Singh, Secretary General, FICCI and Mr. Rahul Chakravarty, Director and Head – Tourism, FICCI, also shared their perspective on MICE.

Mamata, Jayalalitha likely to help NDA at Centre in economic reforms: ASSOCHAM

Results of the Assembly Elections in key states including Tamil Nadu, West Bengal, Assam and Kerala, have strengthened Prime Minister, Mr Narendra Modi who will now be able to speed up economic reforms with help of non-Congress friendly parties like AIADMK and even Trinamool Congress, ASSOCHAM President, Mr Sunil Kanoria said today.

“The NDA Government will certainly find it easier to deal with Trinamool Congress and AIADMK in the Rajya Sabha for passage of crucial bills, mainly the long-pending and the most important, GST (Goods and Services Tax),” said Mr Kanoria.

“At the state level, emphatic return of West Bengal Chief Minister, Ms Mamata Banerjee and Tamil Nadu Chief Minister, Ms J. Jayalalitha, sends out a clear signal that there is no alternative to the people-centric policies,” said the ASSOCHAM chief.

“In Tamil Nadu especially, it is seen how one of the most progressive and industrialised state can carry forward even the populist schemes which are targeted towards meeting basic needs of people at the bottom of the pyramid,” he added.

“Plus, decisive leadership of the two women Chief Ministers have played a key role in the victories of their parties,” further said Mr Kanoria.

ASSOCHAM has congratulated two of the most influential women leaders in South Asia, besides the apex chamber has also congratulated the Prime Minister and the BJP President for a decisive victory in Assam.

“BJP’s victory in Assam opens a new political chapter in the north-eastern states, which are expected to be asking for more of development to meet rising aspirations of their people,” said the ASSOCHAM president.

In Kerala, a message is clearly anti-incumbency, marked by allegations of various scams in the Congress led UDF, ASSOCHAM wishes the incumbent LDF success.

Govt. to set up science & technology incubators applying hub & spoke model: Y.S. Chowdary,Science & Technology Ministry working on ‘five year rolling plan’ to assess plans

The union government will soon launch a hub and spoke model to set up science cities and science centres to encourage science and technology (S&T) incubators and create an enabling environment, minister of state for science & technology and earth sciences, Mr Y.S. Chowdary said at an ASSOCHAM event held in New Delhi today.

“The entire country can be divided in five zones so that each zone can have a science city, so that number of science centres can be there whereby rural population and youngsters can have a lot of access,” said Mr Chowdary while inaugurating an ASSOCHAM Summit on ‘India: Entrepreneurial, Creative & Innovative.’

“In addition to that if we create a proper ecosystem like bird migration we can definitely attract many scientists from foreign countries because of environmental conditions,” he added.

“Our country gives them very good weather conditions as there are many countries where we do not have productivity more than 4-5 months, at the most six months, so that is one area where we are seriously thinking,” further said Mr Chowdary.

He also informed that Ministry of Science & Technology and Earth Sciences was working on a system called ‘five year rolling plan,’ to measure the plans and their implementation for both politicians and the bureaucrats.

“One of my observation, particularly for the past 18 months having been in the government, we keep doing planning but we do not have any proper tools to measure whether we have achieved or not,” said Mr Chowdary.

“So if we can introduce a rolling plan for five years, the successor can always refer what has happened, what was being planned, to what extent one has achieved and what are the things to be achieved,” he said.

Highlighting that is not difficult to address supply side related issues using information technology (IT) tools, the minister said that both the government and the industry need to look towards improving the consumption side by creating a proper ecosystem.

“There is a need for us to spend more time on blueprint rather than on trying to execute, particularly from government’s point of view, as once blueprint is prepared properly with all kinds of IT tools the execution can be done perfectly,” said the minister.

He also stressed upon the need to focus on preventive healthcare so as to bring all resources together whether it is infrastructure, human resources, finance and others to prevent maintenance of warm bodies.

“If we spend Rs 100 on preventive health, I think Rs 2,000 in financial terms can be saved, in addition to this productivity goes up and when that happens a person will think of earning by himself rather than looking at the government for freebies, then happiness index will definitely go up,” further said Mr Chowdary

Assam and other States show victory of Modi Government policy of development

Leader of Opposition in the Delhi Vidhan Sabha,  Vijender Gupta today congratulated the Prime Minister, Narender Modi and BJP President, Amit Shah on outstanding performance in Assam and satisfactory show in other States. He said that, it is a victory of the policy of development being pursued by the Modi Government.

Gupta said that today’s results underline that our countrymen want to see Congress-free India.  That is why Congress is losing State after State.  Its defeat in Assam and Kerala has further underlined its vulnerability.

Gupta said that motivated by vote bank politics, the Congress changed the demography of frontier States like Assam.  The original inhabitants came to be in minority.  The Bangladeshi migrants imbalanced the demographic structure of the State.  But the Congress relentlessly pursued to follow its policy of cultivating vote bank.  He said that now the people of Assam will now be able to breathe in an atmosphere of crime and corruption free State.  BJP will ensure all-round development of Assam.

Delhi Government fails to ensure 24x7 power supply,LOP urges strict action against defaulting DISCOMS

Leader of Opposition in the Delhi Vidhan Sabha, Sh. Vijender Gupta today urged CM, Arvind Kejriwal to take strict action against defaulting DISCOMS.  He regretted that Delhi Government has failed to fulfill its promise of 24x7 power supply during summer season to Delhiites.  Its claim to have made adequate arrangement for supply of 6200 MGW power has fallen flat.  Right now, the peak demand has reached 5733 MGW.   But the supply is being frequently cut in different parts of city.  He said that the DISCOMS are indulging in power cuts of 4-5 hours.  But all the three DISCOMS and DERC have turned blind eye to the power shortage.

Gupta said that the DISCOMS are supplying electricity through old power houses and equipment.  The transformers and power cables are decades old.  It is resulting in frequent local faults.  DISCOMS do not have sufficient staff to take care of disruption of supply.

Leader of Opposition charged that DISCOMS show huge investments on up-gradation of transformers, equipments etc.  But these are done only papers.  Delhi Government has not once imposed any penalty or fine for their failure to ensure uninterrupted supply of power.   He asked the Chief Minister to take the defaulting DISCOMS to task and ensure uninterrupted supply of power.  He also urged him to ensure that DISCOMS really upgrade their power system and equipment.

Through IBM IOC system accurate information about the distribution network will enable faster diagnostic and resolution of water incidents. Moreover, residents will be able to track complains in real-time.
