Delhi Government has granted licenses to security agencies 571 while 58 applications for getting license have been rejected & 321 application are pending due to non submission of NOC from the concerned Dy. Commissioner of Police, verification report of the applicant through special branch of Delhi Police, Verification report of applicant from district magistrate/ police, outside Delhi and decision on show cause notices to be taken. The Principal Secretary Home government of Delhi, Shri Arvind Ray, while giving details about the status of grant of licenses to the security agencies said that the objective of this exercise is to create and prepare a database of private security workforce in Delhi. 53 security agencies have filled in information in respect to 6259 guards. After all the licensed Security Agencies have furnished on-line information, we shall have database of approximately 65-70000 security guards in Delhi, which will be a great help to the government.
Giving information on NHRC references, Shri Ray informed that to streamline the monitoring of NHRC cases, the department has nominated nodal officers in all the Departments for taking up the NHRC cases and submission of their replies in time with requisite certificates/documents for insuring speedy disposal of the cases. He informed that out of 108 references/cases received from NHRC, the Delhi government has submitted replies/reports 55 cases while 53 cases are pending for submission of reply by Home Department. Apart from this 1000 NHRC references have been sent to different Departments for seeking their replies.
Shri Ray informed that a state of art training institute for skill development of fire protection and prevention will soon be constructed at Budanpur Majara in 72 Bigha piece of land. Apart from this the reconstruction of fire headquarter at Cannoughtplace has also been sanctioned. Giving details to media persons at the media center at Delhi Secretariat, Shri Ray informed that at present 56 number of fire stations are functional in Delhi and 06 new fire stations are being constructed. He said that induction of 15 small fire fighting units have been made on Mahendra & Toyta vehicle for quick response in congested locality of the city. He informed that 05 numbers of 70 meter reach Hydraulic-platform have been procured from Finland. He said that 70% school buildings have been providing with fire safety NOCs while 06 Hospitals have been provided with such NOCs apart from Delhi Sachivalaya building. He said that computerization system has been ensured in all the fire stations while GPS system has been provided in all the fire fighting vehicle.
Giving information about the security system in jails and commissioning of new jails, Shri Ray informed that according to action plan to strengthen the security system in jails, CCTV cameras, mobile Phone Jammers & Security Poll Detectors have been provided. Under special measures for reformation and rehabilitations of prisoners, new initiatives have been taken such as opening of Semi open jails, on- campus placement of Tihar inmates, Music Rooms in Jails, Tihar inmates phone Calls inmate, Smart Card for jail inmates, launch of “Padho aur Padhao” at Tihar, Installation of Solar Water Heaters and Bio-fuel Plant, Opening of Art & Craft Gallery, Computer Centers in Jail, Sanitation and hygiene, Recreational Activities, Visit of Foreign delegates, Tihar Jail FM Radio, Yoga Meditation & Spiritual courses etc.
He informed that Mandoli Jail has been constructed as a modern state of art prison wherein 06 jails will be commissioned. The jail is being constructed at the area of 68 acres at the cost of 340.56 crore and with the capacity of 3776 prisoners. Jail Hospital with the complex with CCTV surveillance and Air-cooling system.
On prosecution subject, Shri Ray informed that total pending trial cases as on 31/10/2014 with the Directorate of Prosecution in MM Courts and Sessions Courts is 1,50,089. He said that steps have been taken for improving the efficiency of the Prosecuting officer in order to speedy disposal of criminal cases.
Shri Ray informed about the progress of home guards and civil defence Department informing that the government has sanctioned 7200 vacancies home guards to serve as auxiliary to the police and to assist him to maintaining internal security. These home guards will also be utilized to assist the community in any kind of emergency like air raid, fire, flood, epidemics and so on, to organize functional units to provide essential services such as Motor Transport Unit, fire-fighting and engineering groups, pioneer services, nursing and First-aid, operation of water and pump supply establishments etc, to promote communal Harmony and to give assistance to the administration in protection of the weaker sections of the society, to participate in socio-economic and welfare activities such as Adult Education, Health and development schemes etc.
