Special Purposes Vehicle (SPV) formulated for Smart City initiatives The major projects related to public services, social infrastructure, better regulation and creation of a Special Purpose Vehicle (SPV) under Smart City initiatives has been approved by the Council of NDMC in a meeting held today, presided by Hon’ble Chief Minister of Delhi, Shri Arvind Kejriwal. The SPV will be a Public Limited Company, wholly owned by NDMC, incorporated under Companies Act, 2013 at the city level. The Council has approved the proposal for formation of Special Purpose Vehicle under Smart Cities Mission of the Ministry of Urban Development, Government of India on behalf of NDMC, as required to implement the Smart City initiatives within the NDMC area. In order to facilitate the residents of New Delhi area, the Council decided that birth and death certificate may be available through digital platform, free of cost. Henceforth residents need not physically access NDMC offices and can get the same downloaded from NDMC’s website while sitting at home. This initiative is intended to make civic services hassle free through ICT intervention and provide a fillip towards digital India. To provide better social infrastructure in its jurisdictional area, the Council has approved the establishment of 118 Water ATMs to provide affordable and quality drinking water which shall meet BIS 14543 standards i.e. equivalent to packaged drinking water. Additionally, the Council approved to award the work of construction of 70 Smart Public Toilets Units in NDMC area in consonance with Swachh Bharat Mission of Government of India. With a view to provide quality education, the Council approved to set up Smart Class Rooms in 444 classrooms of 30 schools out of 51 schools from class VI to XII under the NDMC in first phase, having features such as CCTV cameras and Short-Throw Projectors in each smart classroom. The smart education initiatives aimed at introducing e-Learning solution in all NDMC schools so as to transform traditional classrooms enable smart learning classrooms by introduction of state-of- art technology, infrastructure and professionally developed learning content. NDMC has adopted the Solid Waste Management Rules, 2016 notified by the Union Ministry of Environment, Forests and Climate Change on 8th April, 2016. This will enable NDMC to introduce user charges for its door-to-door solid waste collection facility. The Council has approved the proposal under Public Private Partnership (PPP) mode for providing free WiFi service upto 1 GB data per month (atleast 50 MB data per day) at selected hot-spots in NDMC area, to install 2261 CCTV cameras for increased safety and security of citizens, especially women, children and elderly, which will be connected to a Central Command and Control Centre through an optical fibre. This project includes replacement of all street lights with energy efficient LED lights having smart features. This project will be implemented through selection of a Concessionaire on PPP mode in lieu of use of Street Light Pole for hosting telecom services and use of Right of Way for laying optical fiber. This will enable NDMC to provide state-of-the-art services to the citizen in an inclusive manner. Presently, the responsibility of maintaining water pipe-line from ferrule point to the consumer water meter is of the consumer. The Council observed that house service connection pipelines are many times found damaged or corroded resulting in wastage of water and also complaints of contamination resulting in health hazards.As a result, the Council has decided to take over the responsibility to develop and maintain water supply infrastructure upto water meter to arrest leakages and prevent contamination of water. A proposal for providing parking guidance and management solution for on-street, off-street and indoor parking spaces in NDMC area on PPP mode has also approved. These parking lots are of 3 categories i.e. street parking lots, surface parking lots and covered parking lots. The project intends to identify availability of parking slots through sensors on real time basis, thereby enabling drivers to identify parking slots through a mobile app. The Council also approved a project for installation of interactive digital information panel at various places in NDMC area so that the users can connect to the online digital world through these interactive panels, in lieu of advertisement rights on these panels under PPP mode. The Unified Building Bye Laws for Delhi 2016 notified on 22nd march, 2016 has been adopted by the Council to provide online single window clearances for building plan approvals. This will enable time-bound hassle free disposal thereby enhancing the ease of doing business in the NDMC area.
